THE PHILIPPINES IS LOOKING AT CONTRIBUTING AN initial $3.6 billion to a 13-country fund that has set a $120-billion multilateral reserve kitty under the Chiang Mai Initiative of the Association of Southeast Asian Nations and its dialog partners in East Asia (Asean Plus Three).
